Modal verbs: inference, uncertainty and reported claims

Distinguish an obligation from an inference, and a reported claim from an established fact. Context determines how muss, dürfte, soll and will are understood.

Sie muss im Büro sein can express a strong inference from evidence, such as a light being on. It is not then an instruction to stay at work. Das könnte ein Fehler sein leaves a possibility open; das dürfte stimmen gives a cautious probability judgement. These expressions do not encode exact percentages.

For an assumption about an earlier event, use the infinitive perfect: dürfte geprüft haben or dürfte angekommen sein. Choose haben/sein as in the relevant perfect construction. The present modal expresses the current assessment of that past event.

In a reporting context, soll marks a claim from another source: Der Anbieter soll geliefert haben. Will can mark the subject’s claim about their own action: Der Anbieter will geliefert haben. Neither construction proves truth or falsehood; make the source explicit when it matters.

The same modals have other uses: soll can express an instruction and will an intention. Read the whole context. Nicht müssen may mean no necessity and is not a reliable substitute for an explicitly excluded possibility with kann nicht. A negated modal can change the scope of the claim; do not translate every English “must not” as muss nicht.
