A dass clause can naturally follow a completed main-clause verb complex: Wir haben erklärt, dass … . The finite verb of the subordinate clause remains at its end. This is a normal use of the afterfield, not a rule that all material must fit before erklärt. Compare explained that with asked whether: dass and ob do different jobs here.

Do not call every clause after a participle ungrammatical, and do not replace an assertion with a question just to shorten the text.
Analyse main and subordinate clauses separately. The main clause may close its bracket before a following content clause. In the examples dass introduces the explained content, while ob introduces an indirect yes/no question; exchanging them changes the reported speech act.
Write a 250–300-word German note for the invitation team. Revise the cumbersome sentence, explain the two clause structures and contrast erklärt, dass with gefragt, ob without inventing new registration conditions.
