Negotiate a plan rather than just proposing one
Wie wäre es, wenn wir uns dienstags treffen?
Respond to constraints, offer an alternative and summarize what both people actually agreed.
Joint planning needs interaction: make a proposal, ask for the other person’s view, respond to a limitation and confirm the final arrangement. Wir könnten … and Wie wäre es, wenn …? are polite proposals, not agreements. A reason makes a refusal constructive: Dienstag geht leider nicht, weil … . Try an alternative and finish with who, when, where and what. A speaker may accept the time while changing the place; do not assume that all earlier details remain accepted. Use würde + infinitive for a tentative preference and könnte/wäre for common polite forms.

How about meeting on Tuesdays?
Wir könnten gemeinsam einen kurzen Text lesen.
We could read a short text together.
Dienstag passt mir leider nicht.
Unfortunately Tuesday does not work for me.
Ich würde lieber am Donnerstag üben.
I would prefer to practise on Thursday.
Dann treffen wir uns um sechs in der Bibliothek.
Then we will meet at six in the library.

Könnten is a modal verb and takes an infinitive without zu: Wir könnten einen Text lesen. Wir könnten uns treffen does not prove that a meeting is agreed. Look for the partner’s response and final confirmation.
Proposal ≠ agreement. Könnten/wäre/würde express a tentative suggestion; confirm the final time, place and tasks.
With a partner, plan a 30-minute study meeting. Each person has one unavailable time. Agree a time, place and two tasks, then write a four-line confirmation. Without a partner, write both roles.
