Könnten Sie introduces a polite request; sein is the final verb. In a short notice, Die Tür bitte schließen uses the full verb without a stated subject. Both are useful patterns, but they are structured differently.
The noise statement explains the problem; the following request asks for a change. Wo kommt der Müll hin? asks for local information rather than assuming that all buildings have the same arrangements.
Könnt does not agree with formal Sie. Könnten Sie is the polite pattern in this lesson. Die Tür bitte öffnen is grammatical, but asks for the opposite action: opening, not closing.
