Deshalb introduces a consequence in a main clause: Es regnet. Deshalb bleiben wir zu Hause. When deshalb is first, the conjugated verb follows immediately, then the subject. Compare the reason with weil: Wir bleiben zu Hause, weil es regnet. For plans, use Wollen wir …? and specify a time and place. Können wir …? asks whether something is possible; sollen wir …? asks for a suggestion or decision.
