Wo? asks about a location. For a fixed location, two-way prepositions such as in, an, auf, and neben use the dative: in der Küche, auf dem Tisch, neben dem Bahnhof.
Das Handy liegt auf dem Tisch.
The mobile phone is lying on the table.
Ich bin in der Küche.
I am in the kitchen.
Der Bus steht an der Haltestelle.
The bus is at the stop.
Die Apotheke ist neben dem Bahnhof.
The pharmacy is next to the station.

Use dem with masculine or neuter nouns and der with feminine nouns. The position verbs here—liegen, stehen, hängen, and sein—describe where something is, not where it is going.
